The statement mentioned in your telegram No. 55, and which is supposed to have been made by Bland, is a mere excuse for refusing to withdraw, and is, he assures me, entirely without foundation Ife is informing the German agent to this effect.
I consider the situation very grave, and that our interests in the Yang-tze valley are seriously threatened.
